Barcelona, Spain — then hundreds of institutions · 2016 — present

Decidim — infrastructure that spread

What happened

Barcelona built an open-source participation platform — proposals, budgets, assemblies, consultations — and released the software publicly. 25,000 residents signed up in its first two months and submitted over 10,000 proposals shaping the city's action plan.

What the evidence shows

Open-source civic infrastructure generalizes: Decidim now runs hundreds of instances across Europe, from small towns to regional governments, each with its own configuration on the same kernel.

What it teaches Madison County

Build the kernel once, isolate the local specifics in configuration, give it away — a second county should be a config file and a folder of PDFs. That is this platform's architecture, chosen for the same reason Barcelona chose it.

The honest caveat

Big-city budgets built Decidim. The county version has to prove the same pattern survives on a dry cleaner's sponsorship — which is rather the point.
